The Organization:

The New England States Committee on Electricity, Inc. (NESCOE) is a non-profit entity governed by a board of managers appointed by the Governors of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.  The Federal Energy Regulatory Commission (FERC) recognizes NESCOE as the Regional State Committee for New England.  Its general purpose is to represent the collective perspective of the six New England states in regional electricity matters.  Additional information is available at

 Position Overview:

 NESCOE seeks an experienced attorney to serve as Assistant General Counsel.  This position primarily provides strategic counsel and legal support in connection with ISO New England (ISO-NE) rules and procedures, regulatory proceedings before the Federal Energy Regulatory Commission, and federal appellate court cases.

 This position reports to NESCOE’s General Counsel and Executive Director.

 Job Duties and Responsibilities:

  • Participate, often as lead counsel, in (i) FERC proceedings, including utility filings, rulemakings, settlements and hearings, and policy dockets, (ii) other regulatory and administrative initiatives and proceedings, and (iii) federal appellate court cases.
  • Conduct legal analysis, draft pleadings and other filings, and manage ongoing participation in regulatory and other legal matters.
  • Monitor and report on FERC adjudications and initiatives and, as relevant and timely, reliability standards organizations, other RTOs/ISOs, and the courts. Provide recommendations for NESCOE’s participation in regulatory proceedings and other matters.
  • Represent NESCOE in connection with the ISO-NE and New England Power Pool (NEPOOL) regional stakeholder processes and work closely and collaboratively with NESCOE colleagues engaging in those processes.
  • Educate NESCOE and state officials and staff on legal and regulatory issues and emerging developments.
  • Provide other legal and general support as needed for the operations and activities of a small organization.


Requirements and Experience:

  • Juris doctor degree and member in good standing of a state bar.
  • Minimum three years’ experience in regulatory practice or energy industry; in-house, law firm, or other broad-based legal experience valued.
  • Demonstrated ability to work collaboratively.
  • Strong written and verbal advocacy skills, especially the ability to write clearly and concisely about complex topics.
  • Geographic location: New England; Washington, D.C. considered
