CTC is seeking a Technical Program Consultant: Drug Demand Reduction, this position will support the Department of Defense Office of Drug Demand Reduction (ODDR) by providing expertise in data analysis, metrics development, and technical advisory functions. It plays a key role in identifying trends related to drug use among military personnel and contributes to shaping policies, guidance, and reports that inform senior leadership decisions at the DoD, Congress, and other federal stakeholders. The role blends analytical rigor with subject-matter knowledge in forensic toxicology, analytical chemistry, pharmacology, and related scientific fields to ensure the accuracy and integrity of information presented. By combining technical insight with strategic communication, this position strengthens the ODDR’s ability to deliver impactful, data-driven recommendations and maintain alignment with broader Department of Defense objectives.
Key Responsibilities:
- Provide data analysis and tracking of operating metrics pertinent to the efficient operation of the DoD ODDR.
- Develop methods for the capture and retention of metrics pertinent to trends analysis of drug use by military personnel.
- Provide assistance in drafting responses to inquiries regarding the technical, operational, and administrative aspects of the ODDR.
- Serve as a technical advisor to the Executive Director and Director, ODDR.
- Participate in the review and drafting revisions to Department of Defense Instructions and Directives pertinent to the ODDR.
- Prepare draft versions of Information, Action, and Briefing Memorandum.
- Prepare draft briefing slides for meetings with Congressional staffer, DoD Comptroller, Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)), and other stakeholders.
- Support preparation of draft versions of major reports to Congress, the DoD, the ONDCP including data tables, graphs, etc.,
- Prepare draft versions of information papers and briefing slides in response to Congressional or DoD leadership requests for information.
- Maintain technical competency in the fields of forensic toxicology, analytical chemistry, pharmacology, pathology, instrumentation, and data analysis.
- Other related tasks as requested.
Requirements
Basic Qualifications:
- Master’s degree in the physical or biological sciences applicable to Forensic Toxicology
- Minimum of six years’ experience in clinical or forensic laboratory management and operations
- Knowledgeable of the capabilities and limitations of analytical instrumentation used in Forensic Toxicology
- Knowledgeable of legal aspects of drug testing.
- Experience with Office of Secretary of Defense (OSD) correspondence processes and procedures such as preparation of memoranda, staff action packages, information papers, etc.
- Proficient in the use of computer software to include but not limited to Microsoft Excel, Word, and PowerPoint
- Proficient in the English language in speech, writing, and personal interactions
- Skilled in inter-personnel communication, management, and conflict resolution
Preferred Skills:
- Program management experience preferred.
